Our Team

Although the heart and soul of our organization is our volunteers and vessel captains, there are a few of us that play important organizational leadership roles for Sea Mercy. We wanted to share a little more about them in this section.

Richard & Stephanie Hackett

President & Founders

Richard & Stephanie Hackett, President & Founders of the Sea Mercy program have spent their lives preparing to launch this important and much needed program.  Together, they bring over 30 years of for-profit and non-profit business leadership experience.


Mr. Hackett graduated from Oregon State University in 1984, with a B.S. in International Business & Marketing and a minor in History. He is very experienced in building major for-profit and non-profit organizations from scratch and a published writer/author.


Mrs. Hackett graduated from University of Nevada, Las Vegas in 1982 with a B.S. in Business & Marketing. She has been the heart and soul behind so many of Sea Mercy programs and projects.


Steve Williams

Chief Financial Officer

Steve and his wife Jenny reside in Austin, Texas with their three grown children and two grandchildren, where they enjoy all things outdoors, University of Texas athletics and Austin’s thriving food and cultural scene.


Steve has enjoyed a 30 year career (and counting!) as an executive for software companies of all sizes from startup to Top 100. He currently leads Corporate Development for Reputation.com. Over the course of his career, he has led M&A and all customer-facing roles, including partners, sales, marketing and go-to-market strategy for these companies.


Applying his experience in technology has been particularly satisfying in his role as a Sea Mercy board member, helping the organization find innovative ways to serve its mission, while respecting the history and culture of the people it serves.

Dr. William Foster

Health Services Director

Dr. William F. Foster is an emergency medicine physician in Florence, Oregon and has participated in numerous Sea Mercy rotations in the South Pacific. He received his medical degree from University of California San Diego School of Medicine and has been in practice for more than 20 years.
